Yes, there are many moneychangers in town and there is one ATM at the State Bank of India on Temple Road. There are also 2 ATMs in Dharamsala (20 mins by bus/taxi).

Please be aware that the ATM often does not function for days at a time, so it is wise to not wait until the last minute to use it.
